一个基于“情景”的应急预案,需要经历3个步骤,风险分析、情景构建和编制应急预案,能够用于指导本质安全的设计,验证并提升应急系统的可用性,界定应急响应区域并指导疏散撤离,指导科学救援并保障人员安全。劳氏(LR)集团能源部亚洲区总经理陈海波博士,在2016年8月23日第二届全国危险化学品应急救援技术竞赛期间同期举办的危险化学品应急救援研讨会上,介绍了基于“情景”的应急准备。
