企业兴衰的背后往往关系着企业管理水平的高低,企业领导干部的水平决定了企业在竞争中的地位。在竞争日趋激烈的今天,人力是不可或缺的关键资源,推进国有企业改革、建立现代企业制度,素质优良的国有企业领导干部的作用极为重要。文章以深圳市部分国有企业为例,对国有企业党委和董事会作用的相互配合、市场化选聘和考核激励机制等现状进行总结,并提出意见和建议。

In the increasingly fierce competition today, manpower is an indispensable key resource. The promotion of the reform of state-owned enterprises and the establishment of a modern enterprise system are of great importance to the leading cadres of state-owned enterprises of good quality. Taking some state-owned enterprises in Shenzhen as an example, the article summarizes the roles of the party committees and boards of directors in the state-owned enterprises, the selection of marketizations and the evaluation and incentive mechanism, and puts forward opinions and suggestions.
