目的研究在实行绩效工资背景下,基层医疗卫生机构如何采取有效的考核方法,以调动职工的积极性。方法根据工作数量、质量和工作满意度的综合考核分配原则,建立以完成任务的有效工作时间为主的绩效工资分配激励新机制。结果基本医疗门诊工作量提高、公共卫生服务量提高、责任医师下社区有效工作日提高,达到了居民基本满意、职工基本满意、政府基本满意。结论有效工时制的绩效考核办法体现了机构的公益性,又调动了职工积极性,有效地促进了社区公共卫生服务开展。
Objective To study how to take an effective assessment method in primary medical and health institutions in order to mobilize the enthusiasm of staff and workers under the background of implementing performance pay. Methods According to the principle of comprehensive appraisal and allocation of work quantity, quality and job satisfaction, a new mechanism of performance pay distribution incentive based on the effective working time of completing the task is established. Results The workload of the basic medical clinic increased, the public health service volume increased, the effective working day of the community under the responsible physician increased, the basic satisfaction of the residents was reached, the staff was basically satisfied, and the government was basically satisfied. Conclusion The performance appraisal method of effective working hours embodies the public welfare of the institution and mobilizes the enthusiasm of staff and workers, which effectively promotes the community public health service.
