中国铁建今年做了一些BT项目,主要集中在公益项目上,包括地铁、公路、市政工程等。目前我们BT项目的审核都已很严格,而且审核周期较长,手续也很繁琐,市政项目BT基本上都不做了。现在政府都在做BT项目,但都不太规范,形式也大不相同,对BT的理解已经和理论上差距非常大。就目前大多数BT项目而言,我个人认为还是简单的垫资施工。463号文的出台对施工单位来说应该是件好事情,至少使施工单位的风险
