近10多年来,中国社会保障项目不断增多,惠及人数大幅度增长,保障待遇持续提高,社会保障事业呈现强劲发展之势。但是应该看到,我国社会保障领域的投入与产出的效果不匹配,某些社会保障政策的目标没有实现,社会保障资源配置不够合理。因此,优化配置社会保障资源,将是社会保障制度政策完善的重点和研究的重点。本文以社会保障项目设置、社会保障待遇差别和养老保险制度设计为例,讨论了社会保障资源配置问题。文章指出,在经历了持续快速发展之后,中国社会保障开始进入一个新的发展时期。社会保障需要加强,更需要改善。因此,不仅要动员更多资源进入社会保障领域,而且要加以科学合理的配置,尽快让全国人民公平地享受社会保障,使有限的社会保障资源发挥最大的效用。
In the past 10 years or so, the number of social security projects in China has been continuously increasing, the number of beneficiaries has risen sharply, the guaranteed benefits have continued to rise, and the social security undertaking has shown a strong momentum of development. However, it should be noted that the effects of input and output in the field of social security in our country are not matched, the objectives of some social security policies have not been realized, and the allocation of social security resources is not reasonable enough. Therefore, optimizing the allocation of social security resources will be the focus of social security system policies and research priorities. This article takes the social security project setting, the social security treatment difference and the pension insurance system design as examples, discusses the social security resources allocation question. The article points out that after sustained and rapid development, China’s social security has begun to enter a new period of development. Social security needs to be strengthened and more needs to be improved. Therefore, we must not only mobilize more resources to enter the social security field, but also allocate it in a scientific and rational manner so as to enable the people throughout the country to enjoy social security as soon as possible so as to maximize the effectiveness of limited social security resources.
