经过14年的改革,我国投资体制发生了一些根本性的变化,投资领域里出现了投资主体多元化、投资来源多渠道、投资活动多形式的新局面。在历次投资膨胀、紧缩的过程中,对中央、地方、企业和个人这四支主要投资力量,人们非议最多的是地方政府投资。去年以来,各地兴起了“开发区热”、“房地产热”,人们再一次把目光注视到地方政府投资上。因此,怎样看待地方政府投资,不单纯是个认识问题,更重要的是个实践问题。笔者认为,应将其置身于发展社会主义市场经济这个大环境中,分析投资动因,探索一般特点,实事求是地评价。
After 14 years of reform, some fundamental changes have taken place in China’s investment system. In the area of investment, there have been new situations in which investors are diversified, sources of investment are multiple channels, and investment activities are diversified. In the past investment expansion, tightening process, the central government, local governments, enterprises and individuals of the four major investment forces, the most criticized is the local government investment. Since last year, “hot zone development” and “hot real estate” have emerged everywhere, and people once again pay attention to the investment of local governments. Therefore, how to treat the investment of local governments is not simply a matter of understanding, but more importantly, a matter of practice. The author believes that it should be placed in the development of the socialist market economy in this environment, analysis of investment motivation, to explore the general characteristics of real evaluation.
