政府购买公共服务制度在实践中遭遇了理想与现实的张力,包括公共服务“供给权”配置中竞争性购买原则与有限竞争的现实之间的张力;作为激励机制的周期性购买原则与长期购买的现实之间的张力;服务绩效控制方面结果导向的原则与过程管理的现实之间的张力。现有的以市场机制为核心的理论在整体导向上反映的是一种“中心-边缘”结构下的承接方行为控制,在认识论上,当前政府购买公共服务的理论与制度是理性主义的,在方法论上遵循的是“自上而下”的行动逻辑。因而当前政府购买公共服务的制度设计难以突破官僚制,反而演化为官僚体系的控制手段。未来的政府购买公共服务需要转向以合作治理理论为指引,提升制度的开放性。
