5月23日,第二次中美战略经济对话在华盛顿结束。这始于去年12月的战略对话机制,已成为中美双方事关全局性、战略性和长期性经济问题进行探讨的重要平台。中美战略经济对话机制是中美现有磋商机制中级别最高的一个,也是历史上规格最高的中美经济主管官员的交流活动。该对话一年两次,轮流在两国首都举行。在第一次对话中美议题涵盖了全球经济失衡和中美贸易差额、人民币汇率、金融服务业市场准入、知识产权保护、清洁能源、企业社会责任、疾病防控等众多领域。在首次对话取得共识的基础上,第二次对话中美两国达成了新的原则共识:促进经济平衡增长以实现可持续发展是双方共同的责任;承认创新在实现经济繁荣方面的重要作用,鼓励以市场为导向的公平竞争,有效的知识产权保护,特别要促进中小企业创新的发展、管理和应用;加强合作,以实现各自在能源安全、节能和能源效率方面的目标,加强在清洁能源开发、环境保护和对气候变化方面的合作;就透明度开展合作与交流,为市场参与者提高可预见性,增强对两经济体的信心,同时加强透明度方面的国际义务。
On May 23, the second Sino-US strategic economic dialogue ended in Washington. This strategic dialogue mechanism starting from December last December has become an important platform for both China and the United States to explore the issue of overall, strategic and long-term economic issues. The Sino-US strategic economic dialogue mechanism is one of the highest among the existing consultation mechanisms between China and the United States and is also the exchange event of the highest-profile Sino-US economic officials in history. The dialogue takes place twice a year in turns between the two capitals. During the first dialogue, the topics covered the global economic imbalance and the trade gap between China and the United States, the RMB exchange rate, market access for financial services, intellectual property protection, clean energy, corporate social responsibility and disease prevention and control. Based on the consensus reached during the first dialogue, China and the United States reached a new consensus in principle on the second dialogue: It is the common responsibility of both parties to promote balanced economic growth so as to achieve sustainable development. To recognize the important role of innovation in achieving economic prosperity, Encourage market-oriented fair competition and effective protection of intellectual property, with particular emphasis on promoting the development, management and application of SMEs innovation; strengthening cooperation in achieving their respective goals in energy security, energy conservation and energy efficiency; Development, environmental protection and cooperation on climate change; cooperation and exchange on transparency; increased predictability for market participants; increased confidence in the two economies while strengthening international obligations in terms of transparency.
