党的十一届三中全会以来,我国在国有企业改革方面先后采取了一系列措施,这些改革措施对增强企业活力,转变企业经营机制起到了一定的作用,企业自主权有不同程度的扩大,指令性计划大幅度减少,大多数企业开始面对市场组织生产,生产要素的获取和产品的销售大都能通过市场解决,企业经营状况与职工的得益有了较多的联系.但是这些改革的重点放在了收入分配制度上,而对产权制度改革重视很不够.也正是因为对产权制度改革不力,重视不够,不但收入分配问题没有得到很好的解决,而且国有企业特别是大中型企业的低效率状况未能根本扭
