I do not intend to elaborate on the potential strength of our country's science at the moment. However, I would like to emphasize the fact that in 1940 Yugoslavia had only 15 independent institutes, and by 1978 there were 486 registered independent institutes and about 11,000 researchers. However, when referring to our country's state of science, we should point out that science is increasingly separated by the republics and counties and autonomous provinces, and that regional self-protection and self-determination impede the development of science and even local autonomy The same is true of science. It is necessary for us to point out that in 1978 and 1979, only 2% of the total financial resources of self-governing societies were used for the common scientific research projects of the country.
