最近,“温州模式”发祥地的温州市针对民营经济发展面临的新问题新挑战,根据《国务院关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》,市委、市政府出台丁《关于进一步促进非公有制经济发展的若于意见》、《推进工业产业结构优化升级的若干意见》、《关于促进产业结构优化升级推进工业企业做大做强的激励办法》等一系列新的政策举措,把招商引资作为一号工程来抓。以破解产业低小、散难题,全面实施工业发展“一二三四五”工程,即奋斗三年,力争全市引进世界500强企业10家;全市高新产业增加值占规模以上工业增加值的比重达到20％以上;拥有销售产值超10亿元大企业大集团30家以上;拥有中国名牌、中国驰名商标40个以上;工业总产值达5000亿元以上。根据这些目标任务,结合本市经贸发展实际,着重抓好以下几个方面的工作:
