目的通过对新疆乡镇卫生院卫生技术人员现状的调查与评价,发现卫生人员队伍建设中存在的问题及影响因素,为农村合理配置卫生人力资源,建设高素质的农村卫生服务队伍,提出相应对策与建议。方法采用随机分层抽样的方法,从新疆南、北、东疆随机抽取6个县的18个乡镇卫生院或中心卫生院,通过文献查阅以及卫生院的历年人力资源的调查,对医务人员的构成及分布进行描述。结果 2004年-2008年医务人员总量呈增长趋势,但南、北、东疆地域分布不均,学历职称偏低,医护比例失调,防保人员缺乏。结论对乡镇卫生院医务人员进行总体规划,缩小区域差距,适当增加护士和防保人员的数量;建立乡镇卫生院医务人员在岗培训制度,提高卫技人员的专业知识水平和业务素质,从而更好的为农村居民提供医疗服务。
Objective To investigate and evaluate the status quo of health technicians in township hospitals in Xinjiang and to find out the problems and influencing factors in the construction of health personnel and to provide rational allocation of health human resources in rural areas and construction of high quality rural health service teams and to put forward corresponding countermeasures Suggest. Methods A random stratified sampling method was used to randomly select 18 township health centers or central health centers in 6 counties in south, north and east Xinjiang.
