美国的“开端计划”及其他国家实施的各种幼儿教育发展计划、举措及立法,充分证明了发展学前教育的必要性及长远社会效益,说明了政府大力投入(包括资金及人力投入)及主导学前教育发展的必要性,说明政府扶持弱势群体学前儿童教育的重要性。当我国学前教育尚不能纳入(或完全纳入)义务教育或公共教育范畴时,政府及教育主管部门决不可因此推卸自己的责任或放松监管的力度。
The United States’ “Start-up Plan” and various plans, initiatives and legislation for early childhood education development in other countries have fully proved the necessity and long-term social benefits of developing pre-school education. It shows that the government has invested heavily (including capital and manpower) And the necessity of leading the development of pre-school education, indicating the importance of the government’s support to preschool children’s education for vulnerable groups. When the pre-primary education in our country still can not be included (or fully incorporated) into the scope of compulsory education or public education, the government and education authorities should not shirk their responsibility or relax supervision.
