事业单位的人力资源问题始终是改革开放以来的热点问题,事业单位作为管理国家和社会公共事务、提供公共产品和服务的承担者之一,在整个社会中居于十分重要的地位。事业单位在职人员的工作积极性的充分发挥,工作态度和工作效率以及效率的提升直接关系到事业组织的运转质量。只有正确地坚持改革的原则、明晰改革的思路、把握改革的要求,积极稳妥地处理好各种关系,才能推进改革,实现增进社会公益与绩效导向的双赢。本文进一步通过对我国事业单位绩效考核的现状分析,得出了相应的改革策略。
The problem of human resources in public institutions has always been a hot issue since the reform and opening up. As one of the bearers in administering state and social public affairs, public institutions provide public goods and services, playing a very important role in the society as a whole. The full play of the staff’s enthusiasm for work, the improvement of work attitude and work efficiency and efficiency are directly related to the operation quality of the business organization. Only by correctly adhering to the principle of reform, clarifying the thinking of reform, grasping the requirements of reform, and actively handling various relations in an active and steady manner can we promote reforms and achieve a win-win situation of enhancing social welfare and performance orientation. In this paper, through the analysis of the status quo of the performance appraisal of the institutions in our country, we draw the corresponding reform strategy.
