不仅由于冷战结束,更由于经济增长的东高西低,促使美国和西欧早就在酝酿调整对亚洲的经济政策。人们可以注意到,自70年代末以来,东亚地区的经济增长速度一直保持在7%以上,而西方国家自90年代初以来纷纷进入经济衰退。面对亚洲特别是东亚市场欣欣向荣的景象,美欧对亚洲经济政策的调整在1994年都取得了一些新的进展。
Not only has the Cold War ended, but also because the economic growth has been extremely low, prompting the United States and Western Europe to brew long ago the adjustment of their economic policies toward Asia. One can note that since the late 1970s, the rate of economic growth in East Asia has been maintained at above 7%, while Western countries have entered the economic recession since the early 1990s. Faced with the thriving scene in Asia, especially in East Asia, the United States and Europe made some new developments in their readjustment of their economic policies in Asia in 1994.
