本刊第六期详细介绍了美国紧急报警系统(EAS)的建设状况。其实,作为当今几个典范式的应急管理先进国家之一,美国的紧急报警系统也并非尽善尽美,尤其是对残障人士而言它还有很多地方有待进一步完善。本文是美国盲人基金会政府关系部门执行主管AlanM.Dinsmorc对EAS系统考察后所作的评论。这些建议不仅对美国具有反思借鉴意义,而且对正处于公共应急信息系统建设起步不久、谋求深入发展的我国也具有参考价值。如何保证包括残障人士在内的广大公众受益于应急信息系统.泰然面对危机,将是人道主义和人本精神在信息亿建设中最直观的体现。
The sixth issue details the construction of the U.S. emergency alarm system (EAS). Actually, as one of the most advanced emergency management countries in the world today, the emergency alarm system in the United States is not perfect. In particular, there are still many areas for disabled people that need to be further improved. This article is a review of the EAS system by Alan M. Dinsmorc, executive director of the U.S. Department of the Blind Foundation for Government Relations. These suggestions not only reflect the significance of the United States, but also have reference value for our country, which is in the process of building a public emergency information system and seeking further development. How to ensure that the general public, including those with disabilities, can benefit from the emergency information system? Facing the crisis will be the most direct manifestation of the humanitarianism and humanism in building the information industry.
