2011年初,在未获得国会明确授权情况下,美国总统奥巴马下令军事干预利比亚国内局势,再度引起美国国内不同派别就“战争权”问题的激烈争执。“宪法”派指责奥巴马政府违反《战争权力条例》,忽视国会的宪法权力;“总统权力”派声称,美国军事力量干预利比亚国内局势不构成“战争”行为,因而无须征得国会的授权;“国际主义”派则认为,奥巴马政府的确获得了对利比亚使用武力的授权,但此授权不是来自美国的国会,而是来自联合国的安理会。这场争论看似由于对有关概念和表述的不同理解和认识所造成,但究其背后深层原因,除了美国对外政策行动不断受制于全球金融危机下国内经济困境之外,还与近年来美国国内“孤立主义”情绪东山再起有关。
