内部会计制度建设存在着一些问题，必须尽快建立和完善内部会计管理制度以适应市场经济的要求。根据会计基础工作规范化的要求，建立内部会计管理制度，应遵循其内在规律及根据内部会计管理制度所包含的主要内容，制定出规范的、科学的内部会计管理制度。
