在成熟的保险市场中,剩余保险市场(Residual Market or Shared Market)作为传统保险市场的补充,在扩大保险覆盖面、充分发挥社会管理功能方面发挥着重要作用,其经验对我国保险市场发展不无启示。一、剩余保险市场产生的背景在正常竞争的传统保险市场中,保险公司可以通过评估风险程度自由地挑选投保人和选择承保范围,高风险客户和业务基本被排除在外。高风险客户主要是有不良驾驶记录或无驾驶经验的肇事可能性较高的驾驶人以及从事特殊行业的人等。高风险业务主要包括自然灾害高发区的巨灾风险等。为使每个需要保险的人都能得到基本风险保障,政府设立了一些专门针对高风险客户和业务的保险计划。这些由政府规定形成的市场,由于客户及承保条件不同于传统保险市场,通常被称为“剩余保险市场”。
