It is the planning concept that city development needs to adhere to from the expansion of quantity to the upgrading of quality. Based on the concept of “urban double cultivation”, the article emphasizes the importance of the construction of waterfront ecological landscape to the construction and development of small town landscape pattern. The strategy mode of planning and constructing waterfront ecological landscape in small towns is discussed.
