分析了平流层通信系统的结构和特点，在此基础上构造了平流层通信系统分段结构模型，并将蜂窝移动无线ＡＴＭ技术引入平流层通信系统集成应用环境；着重研究了无线接入ＡＴＭ和蜂窝移动ＡＴＭ，其中针对蜂窝移动无线ＡＴＭ的差错控制、蜂窝小区切换、移动终端位置管理等关键技术问题作了详细探讨．
The structure and characteristics of the stratospheric communication system are analyzed. Based on this, a staged structure model of the stratospheric communication system is constructed and the cellular mobile wireless ATM technology is introduced into the integrated application environment of the stratospheric communication system. The wireless access ATM and Cellular mobile ATM, in which the cellular mobile wireless ATM error control, cell handover, mobile terminal location management and other key technical issues were discussed in detail.
