老龄社会各种关系的复杂性决定了只有政府才有权力和能力来协调处理。目前我国政府的老龄工作主要由老龄委组织协调,由各职能部门具体实施。虽然取得了很大的成绩,但也存在不少问题。其一在于老龄工作机构的设置,其二在于政府责任机制不健全。创新政府老龄工作机制的举措,首先要完善机构设置,组建拥有具体行政职能的老龄工作管理机构,同时加强老龄工作机构的队伍建设。其次要健全政府责任机制,在合理定位政府责任的基础上,加强政府的监管力度,加大政府的财政投入,明确政府在养老服务体系建设中的责任定位和责任到位。
The complexity of the relationships in older age determines that only the government has the power and the ability to coordinate the process. At present, the government’s aging work in our country is mainly organized and coordinated by the Aging Committee and implemented by various functional departments. Although great achievements have been made, there are still many problems. One of them is the setting of the old working organization. The second is that the government’s responsibility mechanism is not perfect. In order to innovate the government’s work mechanism for aging, we must first improve organization structure and set up an aging work management organization with specific administrative functions, and at the same time we should strengthen the contingent building of senior working institutions. Secondly, it is necessary to improve the government responsibility mechanism, strengthen the supervision of the government on the basis of reasonable positioning of government responsibilities, increase the government’s financial input, and clarify the government’s responsibility orientation and responsibility in the pension service system.
