处置在建工程抵押贷款时,农村中小金融机构应依法在开发商项目资本金的审查和管理、在建工程抵押合同附件等风险控制的源头,做好防范工作近年来,农村中小金融机构在对房地产开发企业提供信贷资金支持的过程中,在建工程抵押已被广泛地运用。但是,随着市场行情走低,因资金链断裂,开发商弃楼跑路的现象已屡见不鲜。由于风险预警机制滞后,导致在处置该类贷款风险时,风险救济处于进退无门的尴尬境地。笔者依据一笔在建工程抵押贷款的风险救济实例,就该类风险控制源头的实务操作要点进行了归纳,供相关业务人员参考。

Due to the lagging risk warning mechanism, the risk relief is in an embarrassing situation when the risk of such loans is disposed. Based on an example of risk relief for a mortgage loan under construction, the author summarizes the operational points of the source of such risk control for the reference of relevant business personnel.
