1999-2002年广西实施的政府机构改革推动了政府职能转变,优化了干部队伍结构,改善了干群关系,改进了机关作风,但财政负担没有得到根本降低,其原因在于没有建立公务员退出机制,没有完善的量化考核指标, 政府职能的转变还没有完全到位,机构管理法制化有待加强。广西今后的机构改革应把降低行政成本、减轻财政负担作为重点,建立公务员退出机制及养老保险制度,建立行政成本评价体系,进一步转变政府职能。

In the future, the institutional reform in Guangxi should focus on reducing the administrative costs and reducing the financial burden, establishing a civil servant withdrawal mechanism and pension insurance system, establishing an administrative cost evaluation system and further transforming government functions.
