我国自1999年起在国民经济和社会发展规划中开始使用“经济增长预期目标”的概念,这是我国宏观调控体系建设的必要组成部分。但是在制定经济增长预期指标时,我们不应再坚持“留有余地”的指导思想,而应以计划年度经济的实际增长作为检验我们预期指标制订和实施状况的标的。同样,为发挥好预期指标的调控作用,我们还需要对调控体系做相应的改革。
Since 1999, China started to use the concept of “the expected target of economic growth” in the planning of national economy and social development, which is an essential part of the construction of China’s macro-control system. However, we should no longer insist on the guiding principle of “leaving room for” when formulating the expected indicators of economic growth. Instead, we should use the actual economic growth in the planned economy as the benchmark for testing the formulation and implementation of our expected indicators. Similarly, in order to play a good regulatory role of the expected indicators, we also need to make the appropriate regulatory reform system.
