京秦提速改造工程是铁路建设基金国库集中支付新办法的试点项目。文章分析了集中支付的利与弊 ,强调加强各级部门的协调、管理 ,尽量减少工程的变更 ,以使铁路工程的概预算逐步适应财政预算的要求。
Jing-Qin speed improvement project is the railway construction fund centralized payment of new methods of pilot projects. This article analyzes the pros and cons of centralized payment, emphasizes strengthening the coordination and management of departments at all levels and minimizing the engineering changes so that the general budget of railway projects can gradually meet the requirements of the budget.
