The Soviet Union “Meteorology and Hydrology” magazine No. 6 of 1977 reported the use of airplanes to measure soil moisture. Determining the effective moisture content in the soil prior to sowing is of great importance to the estimation of yield. Long-range determination method can obtain a large area in a short period of moisture content. It is by measuring the surface of a few centimeters of soil radiation properties. Surface soil radio thermal radiation and soil moisture, temperature are closely related, because these latter factors determine the dielectric constant. Research has been conducted for many years on radiofrequency radiation of soil radio and the theory of radiofrequency of soil surface has been established.
