一、充分认识加快第三产业发展的重大战略意义 改革开放十多年来,第三产业发展较快,八十年代年均增长达到10.9％,超过同期国民生产总值年均增长8.9％的速度。但是,总的来看,目前我国第三产业仍然相当落后,不仅数量不足,结构不合理,而且专业化、社会化水平低,福利化现象严重,影响着一、二、三产业的协调发展和社会再生产的顺畅运行,妨碍了经济效率和效益的提高。
