在爱沙尼亚的一些道路上,春季常发生翻浆现象,这是由于水文地质条件或地面水的浸入而引起的,但都与道路养护不善有关。从根本上防止翻浆的办法是要遵守下列要求,即根据各该地区的货运强度和物理——地理条件来铺筑路面与路基。然而遗憾的是,在道路工作人员的工作中,对于这些要求的遵守,还远没有加以必要的注意,尤其是在铺筑路面基层和路基时忽视了这些要求;而遭受物理因素影响的,主要是基层和路基。甚至在近三年中(特别是1955年)新建的具有黑色铺砌层的道路上,也能够发现严重的破坏现象,破坏的原因首先是路基和路面基层的稳定性不足。
