电力工业部水电工程造价管理考察团于1994年赴美国、加拿大考察了哈扎公司、田纳西流域管理局、美国造价工程师协会、魁北克水电公司、安大略水电公司等单位。考察团了解了这两个国家的水电项目建设程序、水电开发阶段划分、工程量计算规则、总概算构成、各设计阶段确定造价的方法和相应的允许偏差幅度、人工工资构成、不可预见费的内容和费率、资金流编制、通货膨胀率的取用、施工阶段的造价控制等问题。在此基础上,对我国水电的发展和改革提出了几点看法和建议。

On this basis, some suggestions and suggestions on hydropower development and reform in our country are put forward.
