党的十二届三中全会通过的《中共中央关于经济体制改革的决定》明确指出:“我们过去习惯用行政手段推动经济运行,而长期忽视运用经济杠杆进行调节,学会掌握经济杠杆,并把领导经济工作的重点放到这一方面来,应该成为各级领导部门的重要任务”。掌握和运用好外贸宏观间接控制机能中的经济杠杆,是当前我国外贸体制改革中的一项关键任务,而有效地运用外贸经济杠杆的首要关键在于对经济杠杆的正确认识。 The “Decision of the CPC Central Committee on Economic System Reform” passed by the Third Plenary Session of the 12th Central Committee of the Party clearly states: “In the past, we were accustomed to using administrative measures to promote economic operations. We ignored the long-term adjustment of economic leverage and learned to grasp the economic leverage. Leading the focus of economic work on this front should be an important task for leading departments at all levels. ” To grasp and apply the economic levers in macro-indirect control of foreign trade is a key task in the current reform of China’s foreign trade system. The primary key to effectively using the economic leverage of foreign trade lies in the correct understanding of economic levers.
