目的掌握海口市现有核和辐射应急医学资源及应急准备工作情况。方法以现场调查方式普查海口市二级以上公立医疗卫生机构和卫生行政部门,以及相当于省、地市级的军队和企业医院。结果13.6%的调查点有核/放射应急预案/程序,医疗机构中25.0%有公共卫生应急预案/程序,81.8%的医疗卫生机构常设核/放射应急机构或公共卫生应急部门,33.3%的放射卫生机构和核/放射应急组织体系有预警监测和核/放射应急演练,放射卫生机构专业人员的应急培训共5人次,放射工作人员知识培训共2 144人次,无核/放射应急培训和放射损伤诊断与治疗培训。结论海口市医疗卫生机构应急医学资源普遍准备不足,应健全应急组织体系,制定和完善核/放射应急预案及执行程序;优化核/放射应急卫生资源配置,提高效率,加强核/放射应急医学救援能力建设。
Objective To grasp the existing nuclear and radiation emergency medical resources and emergency preparedness in Haikou. METHODS: Site investigations were carried out on public health institutions and health administrative departments at Grade 2 or above in Haikou City, as well as military and corporate hospitals at the provincial and prefecture level. As a result, 13.6% of the investigation sites had nuclear/radio emergency plans/procedures, 25.0% of medical institutions had public health emergency plans/procedures, 81.8% of medical and health institutions were permanent nuclear/radiological response agencies or public health emergency departments, and 33.3% of radiation. Health organizations and nuclear/radioactive emergency organizations have early-warning monitoring and nuclear/radio emergency drills. There are five emergency trainings for professionals in radiological health institutions, and a total of 2,144 radiologist trainings. Conclusion The emergency medical resources in Haikou medical institutions are generally insufficiently prepared. The emergency organization system should be improved, the nuclear/radio emergency response plan and implementation procedures should be formulated and improved, the nuclear/radio emergency health resource allocation should be optimized, the efficiency should be improved, and the nuclear/radio emergency medical rescue must be strengthened.
