当前,许多企业把改革劳动人事分配制度作为转换企业经营机制、增强企业活力的关键和突破口,但在实践中有几个问题需要认真研究解决。 一、要认清劳动人事分配制度改革的重要意义 第一,这是贯彻落实党的“一个中心,两个基本点”的基本路线的需要。党的基本路线的中心就是要尽快发展社会生产力,建设具有中国特色的社会主义。改革开放13年来,钢产量增长近4000万吨,比改革前30年增长量还多800多万吨,每年平均净增300多万吨。没有改革开放,不改变阻碍钢铁工业发展的旧的生产关系,就不会有钢铁工业的大发展,也就不会有今天的7000万吨钢。要把经济建设搞上去,必须坚持不懈地继续深化改革,步子要大一点,份量要重一点,才能适应和促进钢铁工业的发展。
