《中华人民共和国水法》规定,国民经济和社会发展规划以及城市规划、重大建设项目的布局,应当与当地水资源条件和防洪要求相适应,并进行科学论证。2002年,水利部和原国家发展计划委员会联合发布了《建设项目水资源论证管理办法》,建立了建设项目水资源论证制度。孟州市产业集聚区是焦作市城市总体规划确定的11个重点建设的产业集聚区之一,该产业集聚区现有供水工程供水能力有限,产业集聚区供水设施建设严重滞后,严重制约着产业集聚区经济和社会的发展,通过对孟州市产业集聚区现状用水调查分析,在业主提出取水水源的基础上,对取水规模、取水水源及取水地点进行论证,分析本建设项目对取水和排水的利用情况和水环境影响,评价沁河供水保证程度和取水、排水对其他用水户的影响,对该建设项目进行水资源论证是十分必要的。
