自2003年6月20日国务院废除收容遣送制度,建立新型关爱性救助制度以来,全国共有经改制转换和新建的救助机构909个,其中由地市级以上民政部门管理的有369个,由县级民政部门管理的有540个。各地救助管理站规模大小不一,功能繁简不同,这是做好社会救助工作的设施基础。出乎预料,实施自愿受助、无偿救助制度以来,受助人员并未蜂拥而至救助管理站,相反有的救助管理站出现了无人上门求助的反常现象。这不能不使我们对如何建设救助管理站问题予以深思。
