某市的一个群团组织是名不见经传的小单位,总共只有四、五个人,每年的经费预算不足三十万元,可其主要负责人朱某在短短的一年半时间里贪污及严重违反财经纪律金额达十余万元,被当地纪委查办。朱某本是一名受党教育培养多年的正科级干部,离退居二线近在咫尺之时,却因贪污跌倒在最后一班岗上,令人叹息,发人深思。他走到今天这一步,除了个人廉政意识淡薄、私欲膨胀外,很重要的一个因素就是小单位缺乏监督制约机制。一、以此案为例,笔者分析小单位财务管理混乱主要表现在以下方面:
