华工科技图像分公司(简称“华工图像”)是国内研制和生产激光全息防伪技术产品起步最早、规模最大、技术水平最高的企业之一，拥有国內外领先的激光全息技术和综合加密防伪技术，是我国综合防伪中心和激光全息产业的主要基地。华工图像自1999年至2002年生产总值一直以10％左右的速度增长。2002年底领导班子调整后，张建军走马上任，面临市场严峻的考验，必须顺应市场变幻，谋求企业发展。激烈残酷的市场竞争使新成立的领导班子面临着极大的挑战。
