办公自动化是由计算机来实现的,但只有将计算机和使用人员的工作很好地结合在一起,才能真正实现办公自动化所要达到的目的。我们经常看到的情况是,办公室里的软、硬件设备很先进,但使用人员的应用水平却没有相应的提高。目前,在计算机应用方面有很多提供培训的单位,但据观察,其培训对象90％以上是外企单位,国内企业对于计算机应用培训显得并不那么热心。一些领导认为,这些都是日常办公活动。一边干一边学就可以了,为了使用技巧进行培训,既花钱又耽误时间,没必要。例如。微软曾搞过一次国家机关
