本文通过对１９９１年夏季安徽省淮河流域洪涝灾情的研究，认为造成洪涝灾害的因素是多方面的，其中主要包括气象因素、地理因素、生态因素、水利因素和人为因素等。本文还就安徽省淮河流域洪涝灾害综合防御对策和措施，提出了政策、体制、工程和非工程方面的建议。 Based on the study of the floods in the Huaihe River Basin in Anhui Province in the summer of 1991, this paper argues that there are many factors causing flood disasters, including meteorological factors, geographical factors, ecological factors, water conservancy factors and human factors. This article also put forward the policy, system, engineering and non-engineering suggestions on the integrated defense measures and measures of flood disaster in the Huaihe River Basin in Anhui Province.
