新中国成立后,教育发展程度受制于社会经济发展水平。1953—1954年、1957—1958年先后出现升学难问题。刘少奇根据毛泽东《关于正确处理人民内部矛盾的问题》的精神,提出多种形式办学,尽量满足学生读书或升学愿望,同时在学校提倡勤工俭学。鉴于全面展开的社会主义建设事业需要大批有文化的合格人才,刘少奇认为还需要在教育制度上进行改革,要有步骤地实行半工半读的教育制度。经过不断思考与试行,刘少奇“两种教育制度、两种劳动制度”的思想逐步形成。通过半工半读,将教育制度和劳动制度紧密结合,既满足了学生升学要求和工人提高文化水平的愿望,也成为国家培养建设人才的一条好路子。

Liu Shaoqi put forward various forms of running schools in accordance with Mao Zedong’s “On the Correct Handling of Contradictions among the People”, as far as possible to meet the aspirations of students for study or promotion, and to promote work-study programs in schools. In view of the need for a large number of qualified qualified personnel of culture in the socialist construction undertaking in an all-round way, Liu Shaoqi believes that it is still necessary to carry out reforms in the education system and step by step to implement a half-time education system. Through constant thinking and trial implementation, Liu Shaoqi’s thought of “two educational systems and two kinds of labor systems” gradually formed. Through half-time study, the integration of the education system and the labor system will not only meet the students ’aspirations for further studies and the workers’ desire to improve their educational level, but also serve as a good way for the country to train its personnel.
