一、卫生改革概况党的十一届三中全会以后,我们根据中央的改革精神和卫生部的部署,有领导、有步骤地进行了卫生改革。几年来,我区卫生改革大体上经历了实行经济管理,五定一奖,普遍推行各种管理责任制和试行院长负责制,承包经营等几个阶段。据调查了解,目前我区各级卫生机构中实行了院长负责制和承包合同制(包括后勤科室部分承包)的各占1/3左右。多数单位是对行政科室实行岗位责任制,临床业务科室实行技术经济责任制,后勤服务部门实行
I. Overview of Health Reform After the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, we carried out health reforms with leadership and steps in accordance with the spirit of the Central Government’s reform and the deployment of the Ministry of Health. Over the past few years, our district’s health reforms have generally gone through the implementation of economic management, the “Five-in-1” award, the general implementation of various management responsibility systems, and the trial of the president’s responsibility system and contract management. According to the survey, at present, about 1/3 of the health institutions at all levels in our district have implemented the president responsibility system and the contract system (including partial contracting of logistics departments). The majority of units are responsible for the implementation of the post responsibility system for administrative departments, and the clinical business department implements the technical and economic responsibility system. The logistics service department implements the system.
