第一章总则第一条为规范对外担保行为，完善对外担保管理，根据《境内机构对外担保管理办法》（以下简称《办法》），特制定本细则。第二条国家外汇管理局及其分、支局（以下简称外汇局）是对外担保的管理机关。第三条对外担保应当经外汇局批准，本细则另有限定的除外。第四条 Chapter I General Provisions Article 1 These Rules are formulated in accordance with the “Measures for the Administration of External Guarantees Provided by Domestic Institutions” (hereinafter referred to as the “Measures”) in order to regulate external guarantees and perfect the management of external guarantees.
