从1984年7亿元到2004年的1334亿元，我国技术市场合同成交总额每年增长15％。作为我国科技体制改革的重大突破口，技术市场经过20年发展成绩斐然，已成为科技与经济结合的纽带。11月22日，科技部隆重召开全国技术市场工作会议，总结技术市场发展的成绩和经验，研究在新时期加快发展技术市场的思路和对策，讨论并审议即将发布的《关于加快发展技术市场的意见》。科技部部长徐冠华出席会议并发表重要讲话，马颂德副部长作了工作报告。据统计，2004年全国共签订技术合同26．46万项，成交金额1334．36亿元，占国内生产总值的0．98％。截至2004年底，我国已建立国家、省、市(地)、县四级1500个技术市场管理机构和1200个技术合同认定登记机构，各类技术交易服务机构和技术贸易机构共有6万多个，从业人员达110多万人。目前，我国已初步形成了一整套技术市场的基本运行构架，搭建了促进科技成果商品化、产业化的重要平台，成为国家创新体系和社会主义市场经济体系的重要组成部分。徐冠华部长在讲话中指出，技术市场是我国科技体制改革的重要创新，开放技术市场，推动了我国研究开发市场化、技术成果商品化、高新技术产业化的进程，
