自古以来,中国就有“不患贫只患不均”的价值理念,这“不均”就是社会利益分配不公,公共政策就是用来调整公共利益、解决分配不公问题的。公共政策的重要性已经为多数国家和地区认同并在实践中得到印证。世界进入新世纪之后,公共政策更是中国学者们争相研究的课题。但现实的公共政策还有着许多不完善的地方,值得我们探讨。 Since ancient times, China has the value concept of “not suffering from poverty and suffering from unevenness.” This is an inequitable distribution of social benefits. Public policies are used to adjust the public interest and solve the problem of unfair distribution. The importance of public policy has been recognized in most countries and regions and confirmed in practice. After the world entered the new century, public policy is even a topic that Chinese scholars are competing for. However, there are still many imperfections in the actual public policies that deserve our discussion.
