根据《中华人民共和国食品安全法》第八十四条“食品检验机构的资质认定条件和检验规范,由国务院食品药品监督管理部门规定”的要求,食品药品监管总局组织制定了《食品检验工作规范》,《食品检验工作规范》将作为对食品检验机构和检验人进行管理的规范。本文对《食品检验工作规范》的起草背景、目的以及特点等方面进行了详细阐述,并对检验机构的法律责任、适用范围、监督责任、社会责任以及检验信息完整可追溯等方面明确提出相关要求。
According to “People’s Republic of China Food Safety Law” Article 84 requires “qualified food inspection agency certification conditions and test specifications prescribed by the food and drug administration department under the State ”, the Food and Drug Administration regulatory organizations to develop a “food inspection Work Code ”and“ Food Inspection Code of Practice ”will be the norm for managing food inspection agencies and inspectors. In this paper, aspects of “food inspection norms,” the drafting of the background, purpose and characteristics and so were elaborated, and the legal responsibilities of inspection bodies, the scope of oversight responsibility, social responsibility and integrity check information such as the traceability aspects clearly stated requirements .
