目前,世界上人才国际流动的规模整体呈现上升之势,人才国际流动的目的国以发达国家为主。我国是人才流失较为严重的国家,海外人才每年的回流比例虽然有所提高,但整体依然较低,高端人才流失率较高。下一阶段,国家应将引才工作的重点放在吸引海外人才回流上,具体工作可从提高人才回流之后的期望收益、节约人才回流的支出成本、提高整个引才政策的运行效率等方面着手。
At present, the scale of the world's international mobility of talents presents a rising trend as a whole. The destination countries for the international mobility of talents are developed countries. Although China is a country with more serious brain drain, the proportion of returnees overseas each year has risen, but the overall rate is still low and the rate of high-end brain drain is high. In the next phase, the state should focus its work on attracting overseas talents on the return of overseas talents. The specific work can be started from the perspective of increasing the expected return after the return of qualified personnel, the cost of spending on saving the return of qualified personnel, and improving the operational efficiency of the entire introduction policy .
