[目的]探讨军队基层灾害救援医学人员素质及教育培训的要求,为制定军队基层人员灾难医学教育方案提供参考依据。[方法]采用个人深入访谈法分析军队基层各类人员的素质要求及灾害医学知识的教育培训,同时分析其在灾害医学救援中的法律责任等问题。[结果]军队基层人员包括军队医务人员和非医务人员均应该进行灾害医学救援的知识和能力的培训,培训机构应该给接受培训且考核合格的人群颁发合格证书。已取得急救资格的人群在现场实施急救时,其行为应该受到法律保护。[结论]应建立和完善军队基层各类人员灾害救援医学教育培训方案,以更好地促进军队医学救援事业的发展。 [Objective] To explore the qualities and education and training requirements of military disaster relief medical personnel at the grassroots level and provide a reference for the formulation of disaster medical education programs for army grassroots personnel. [Methods] The personal interview method was used to analyze the quality requirements of all kinds of military personnel at the grassroots level and education and training of disaster medical knowledge. At the same time, the legal liability of disaster medical rescue was analyzed. [Results] The military grassroots personnel, including military medical personnel and non-medical personnel, should all train in the knowledge and abilities of disaster medical rescue. The training institutions should issue certificate of competency to those who have received training and passed the examination. People who have obtained the first aid qualification should be protected by law when carrying out first aid on the spot. [Conclusions] Disaster rescue medical education and training programs should be established and perfected for all kinds of personnel at military grass-roots level so as to better promote the development of military medical rescue.
