在湖南省麻阳县66个贫困村,132个村支书、主任中,写有辞职请求和自动弃职的57人,占总人数的43%,村干部队伍的稳定已受到严重的挑战。为什么会出现这种现状?工作不堪负重一是工作量大。村支书、主任是村里的“头”。村里的各项工作都沾得上。开会学习、参观检查、上传下达、迎来送往、冬种春管、催粮派款、打胎流产、民事纠纷等。一个一二千人的村,各项工作要做好、做到家,工作量之大可想而知。这是兰里村支书的一天工作记录:早上6点,被村民喊起去处理住宅纠纷,9点回家吃早饭。随后参加镇里会议直到下午2点多。
