近年来,上海宣传文化系统各单位在文艺人才管理机制的改革上下了很大的功夫,并前进了一大步,取得了很明显的成效。 (一)关于人才的选拔机制 在人才的选拔机制上,实行全员聘任,形成竞争上岗机制。以市文化局为例,市文化局先以上海交响乐团、上海乐团、上海芭蕾舞团及上海歌剧舞剧院四家文艺院团为试点,然后全面推出。上海交响乐团向社会公开招聘优秀演奏员,先后有30多名本市和外地的专业和业余的演奏员前来应聘,经筛选,有20名非本团演员与乐团签了合同,其中12名是各乐团的声部首席,达到了人才流动、优化组合的目的。上海淮剧团向社会
