近几年来，我国的反腐力度逐年加大，反腐风暴高潮迭起，但腐败犯罪现象尚未从根本上得到有效遏制。从全国查办的反腐案件看，呈现出腐败对象层次超高、腐败现象范围趋广、腐败性质越重、涉案金额趋大的现象。客观形势表明，惩治腐败必须有新的思路和举措。本刊２０００年第２期曾编发了王明高同志撰写的《关于采取特别方略惩治腐败的思考与建议》一文，引起了理论界和有关实际工作部门的重视。为了进一步深入探讨反腐倡廉这一重大问题，现再组织以下笔谈，以期对我国当前的反腐倡廉实践有所裨益。
In recent years, the anti-corruption intensity of our country has been increasing year by year, and the upsurge of anti-corruption storm has taken place one after another. However, the phenomenon of corruption crime has not yet been effectively curbed. From the anti-corruption cases investigated and dealt with by the whole nation, the phenomenon of high levels of corrupt subjects, widening the scope of corrupt phenomena, the heavier the corrupt nature, and the larger the amount involved is. The objective situation shows that punishing corruption must have new ideas and measures. The issue No. 2, 2000 has compiled and edited by Comrade Wang Minggao, “on the adoption of special measures to reflect on the idea of corruption and recommendations,” aroused the attention of the theoretical circles and the relevant practical work departments. In order to further probe into the major issue of combating corruption and advocating a clean government, we should now organize the following written comments in the hope of helping our current anti-corruption practice.
